Dr. Rakesh Kumar is a distinguished higher education administrator, strategic affairs scholar, and retired Indian Army Colonel with over 37 years of leadership experience, including 34 years of commissioned service in the Indian Army and extensive expertise in university governance and academic administration. He currently serves as the Registrar of Pandit Deendayal Energy University (PDEU), Gandhinagar, a NAAC A++ accredited and UGC Grade 1 Autonomous multidisciplinary university. In this role, he has played a pivotal part in institutional governance, policy formulation, academic reforms, infrastructure development, regulatory compliance, finance, procurement, student affairs, and stakeholder engagement.

Prior to joining PDEU, Dr. Kumar held several prestigious appointments in the Indian Army, including Commanding Officer of an Artillery Regiment, Director Recruitment, and Faculty at the Army War College, where he contributed significantly to military leadership, recruitment reforms, logistics, administration, and professional military education.
